摘要: The U.S. air transportation system as we know it is under significant stress. With demand in aircraft operations expected to grow significantly through the 2025 time frame, there are wellfounded concerns that the current air transportation system will not be able to accommodate this growth. Antiquated systems are unable to process and provide flight information in real time, and current processes and procedures do not provide the flexibility needed to meet the growing demand. New security demands are affecting the ability to efficiently move people and cargo. In addition, the growth in air transportation has provoked community concerns over aircraft noise, air quality, and congestion. In order to meet the need for increased capacity and efficiency while maintaining safety, new technologies and processes must be implemented. In response to these concerns, the Joint Planning and Development Office (JPDO) developed the Next Generation Air Transportation System (NextGen) Concept of Operations (ConOps). This document is not intended to describe the specific details needed for program implementation or planning; rather, the ConOps serves as a steering vision for the ultimate form of the NextGen end state of 2025. Its purpose is to provide an end-state vision (i.e., 2025 perspective of NextGen), or baseline, that forms a widely understandable summary of the goals, concepts, capabilities, and planned transformations needed to realize the NextGen vision. The goals for NextGen focus on significantly increasing the safety, security, and capacity of air transportation operations, thereby improving the overall economic well-being of the country.
