摘要: This thesis is an investigation to identify whether sufficient efforts are being taken to provide the highest possible safety in petroleum movement. Current practices and on going initiatives for spill prevention and cleanup are identified. From these efforts, overall trends in spills have been identified. The small percentage of oil spilled, compared to the amount transferred is examined; in addition, long term impact on the environment is analyzed. It is concluded that oil spills are inevitable no matter how much effort is exerted; they are a part of petroleum movements. However, due to the concerted efforts by industry and government, spills should continue to decline via better prevention, and those spills that do occur will be cleaned up more promptly, with less environmental impact. The author recommends that efforts for oil spill reduction need to continue and require constant management attention. In addition, specific recommendations for the oil spill program are also included.
