摘要: Airports are vibrant working atmospheres that challenge airport staff to deliver high quality services to airport users and aviation stakeholders across multiple functional areas. Airport operations are multifaceted and require personnel to maintain a safe, secure and efficient environment. Many of the activities that airport operations personnel conduct on a regular basis must be completed in compliance with applicable Federal Aviation Regulations, including Title 14 Code of Federal Regulations (CFR) Part 139 and 49 CFR Part 1542. Airports require efficient and effective training programs to train new and existing staff on the multitude of activities that are the responsibility of airport operations departments, conducted in a heavily regulated working environment. Larger airports with significant human resources and training departments are able to create training programs, either in-house or via contract, that are specific to the airport�s unique operational characteristics. Smaller airports may not have the training resources to develop airport specific training programs. As a result, smaller airports may utilize available off-the-shelf training programs that may be customizable to an airport�s specific operations or leverage training programs and materials from other similar sized airports. Small, medium-sized and general aviation airports would benefit from information about the range of training programs available for airport operations staff. The objective of this synthesis is to provide a resource that describes the existing successful options for training airport operations personnel with an emphasis on the training of new hires, entry-level staff, and recurrent training. The audience for this resource is operations staff, training managers, and airport managers. Research will document current training practices and programs for personnel carrying out the duties under the Airport Certification Manual (ACM). The project will include security as a function of daily operations at airports; however, the focus of this synthesis is operations. Information will be gathered through a literature review, a survey and interviews. Interviews will be used to develop no less than five case examples. This research intends to focus on small and medium sized airports that lack the human resources and training capabilities common at larger airports. Data collection should include a minimum of two airports from each FAA category and region. The project will study at least one airport system (i.e. Houston, Los Angeles, New York, Chicago).
