Federal planning requirements dictate that state DOTs prepare 20-year statewide long-range transportation plans. In addition, MAP-21 requires that plans be performance-based, utilizing performance measures data for several categories including operations, safety, and air quality. However, performance-based assessment of transportation policies, programs, projects, and operations as they relate to many determinants of public health, especially the social determinants of health, is often missing. There is a need to identify health metrics and tools/frameworks that can be used to assess the health impact for any type of transportation project/initiative.
The main objectives of this project are: 1) to identify available tools, decision-making processes, data, and performance measures that can be readily used by MassDOT to assess the impact of transportation projects on health outcomes, and 2) to identify and geocode existing datasets, develop performance measures, and incorporate them in a prototype spreadsheet to be used for decision-making and planning processes for transportation projects statewide. |
