Advances in technology such as the advent of autonomous vehicles (AV�s), the rise of E-commerce, and the proliferation of the sharing economy are having profound effects not only on how we live, move, and spend our time in cities, but also on urban form and development itself. These new technologies are changing the systems of transport, the layout of cities, and the places we spend our time. In turn, these changes will have profound effects on land use, street design, parking, housing, equity, municipal finance, and fundamental issues related to urban density, sprawl, vitality and the economic viability and sustainability of communities of all sizes. While there has been a focused effort of research on the technological aspects of autonomous vehicles and systems themselves, there has been a shortage of systematic exploration on the wider secondary effects on all other modes of transportation (transit, walking, and biking), as well as city development, form, and design, with implications for equity, the environment, the economy, and governance. No city has conducted a systemic assessment of challenges and vulnerabilities that emerging technologies will present to city governance and finance, as well as the opportunities it may present. In partnership with the City of Gresham, this project will assess the challenges and vulnerabilities, as well as the opportunities, that emerging technologies will present and include recommendations to mitigate the challenges and take advantage of the opportunities. The research will focus on the secondary effects of emerging technologies on land use, transportation, urban design, and real estate markets and how those will impact the City of Gresham�s policies, programs, and budget and finance. Based on the preliminary findings of the assessment, the University of Oregon will develop a prototype street in Downtown Gresham that promotes sustainability and improved mobility through the redesign of travel lanes, drop off/pick up zones, and parking. This project will include the following activities: (1) Research the current status of development and deployment of emerging technologies for passengers and goods. This research will identify, generally, the challenges and opportunities cities should expect because of deployment of emerging technologies. (2) Review the City of Gresham�s adopted policies and programs with a focus on transportation, land use, and economic development plans and assess which policies will need to be created or updated to address challenges and vulnerabilities as well as take advantage of opportunities. (3) Study the City of Gresham�s 2018-19 FY budget and assess how revenues and expenses might change in the future because of emerging technologies. (4) Create a prototype for a Downtown street redesigned to address the challenges and opportunities presented by emerging technologies. (5) Draft recommendations for the City of Gresham to address challenges and take advantage of opportunities. |
