摘要：	State transportation agencies (STAs) are struggling to define core competencies, which are various skills, technical knowledge, and technologies which, taken in combination, are indispensable for helping an organization achieve its mission. Without clear guidance, STA leadership cannot determine which core competencies to retain. Due to a challenging funding environment and staff attrition KYTC is increasingly outsourcing projects and relying on innovative highway program delivery methods. As such, Cabinet leadership must determine, develop, and maintain a set of core competencies to ensure that oversight and decision-making skills remain in-house. Despite the proliferation of outsourcing and innovative delivery methods, STAs are still responsible for determining acceptable levels of risk and ensuring those levels of risk are maintained when delivering a highway program. Risk management is a key skill for project managers and management personnel, who must identify risks, analyze risks, plan risk response, and work to control risks. Mitigating and managing risks can bolster the efficiency of activities most influenced by risk. Risk management and identifying core competencies are intertwined: determining required core competencies complements the specification of acceptable risks, while acceptable risks define required core competencies.
