| 摘要： | A digital maritime digital ecosystem is emerging. It is hoped that more reliable information, shared insights and increased collaboration will have a profound influence in making the maritime industry more efficient, safe, secure and sustainable. Such effects are currently being validated in testbeds, coupled by global identity- and service registries (Maritime Cloud). For a limited time, these registries are managed by Swedish and Danish authorities. However, a lack of trust between countries and a multitude of organizations is a clear barrier to credible long-term governance of a digital infrastructure. A lack of trust leads to less confidence in the information relayed by the infrastructure. A model in which one or few parties run a centralized infrastructure raises obvious questions about long-term commitment, transparency and influence. To help resolve these crucial issues, this project will detail how strategic choices in architecture (centralized or distributed), governance (level of disintermediation) and business models (mechanisms for acquiring cost-covering funds) influence and are influenced by demands of cyber security and efficiency. Based on interviews with experts, which represent both the technical and business needs of a shared maritime digital infrastructure, the project will develop scenarios of alternatives to meet the needs of the ecosystem. The results will be compiled in a project report and further disseminated by publishing the contribution at peer-reviewed venues to receive expert feedback from complimentary research domains. The project will be guided by the potential for practical implementation of the results and intends to deliver a plan to realize them outside of the current testbeds. |
