摘要：	This research will examine transit operator participation in metropolitan transportation planning and decision‐making processes and whether and how this participation affects transit planning and investment outcomes. Over the past quarter century in the U.S., public investment in public transit services and patronage of those services have grown, in some places dramatically. These investments reflect a waxing policy emphasis on providing alternatives to private vehicle travel. But the role of public transit in metropolitan transportation systems varies dramatically from place to place, for both past historical and current institutional reasons. This research examines the current institutional factors influencing public transit investment across metropolitan areas. Specifically, the researchers ask: (1) have public transit agency interests been short‐shrifted by traditionally tangential involvement metropolitan planning organizations (MPOs)? And (2) whether new federal rules mandating transit agency representation on MPO boards are making regional planning and plans more transit‐focused?
