Agencies continually look for ways to improve outcomes in terms of overall costs, project schedules, and long-term system performance and quality. One focus area for such improvement is selecting and possibly customizing the project delivery method based on a project's unique characteristics. That requires identifying what delivery process elements would lead to the best investment through the asset's life cycle and then ascertaining if a legal framework exists to allow enough flexibility for the optimum delivery process. Studies have explored aspects of project delivery methods, but what the literature seems to lack is a specific focus on how different delivery method elements can affect owner, designer, and contractor behavior so as to influence the kind of innovative ideas, collaborative attitudes, and mutually beneficial goals essential to realizing the best possible outcome for the transportation system. |
