The proposed research will perform a thorough analysis of critical intersections with high crashes within the city of San Antonio, TX, analyze key factors and root causes of crashes and recommend effective safety countermeasures. The evaluation will include both signalized and un-signalized intersections. The study will also include selecting some intersections at crash hot spots to observe traffic flow and driver behavior. In order to provide an efficient and quick solution to the problem, the research team will: (1) Undertake a thorough review of the available literature, identify and prioritize the risk factors associated with crashes, especially those related to infrastructure, and review the effectiveness of engineering/educational countermeasures to improve safety; (2) Collect operational and safety data from crash sources, focusing on the City of San Antonio; (3) Use data mining to examine spatiotemporal indicators that may reveal information about the correlation between crash numbers and traffic volumes, intersection characteristics, and other factors. This will include the development of methods to trace locations of individual crashes through time and examine the impacts of safety countermeasures; (4) Conduct site visits to observe driver behavior at certain crash hotspots. These observations will not only be helpful in the analysis of risk factors but also to provide a framework that guides decision-making throughout the entire process, from identifying a problem to implementing a countermeasure; and (5) Provide accurate information on the expected benefits of engineering and educational countermeasures in terms of crash rate reductions, as well as the costs of the countermeasures and how long they are expected to provide a benefit. |
