摘要：	Making the transport sector using less energy requires reduction of car traffic in cities. However, measures with that purpose are often controversial and difficult to decide and implement. In this research project possibilities and barriers for implementation of such measures are analyzed. The focus is on Swedish cities with 50.000 to 200.000 inhabitants. Cities of this size are so far studied only to a limited extent compared to the three largest cities in Sweden. The approach in the project implies mapping of 31 cities as well as in depth case studies of 2�4 cities. What makes the difference between success and failure as regards implementation of measures reducing car traffic, is the core question asked in the project. Policy recommendations for implementation of relevant measures in cities of this size are developed as an integrated part of the research process and in close dialogue with practitioners at workshops.
