State Departments of Transportation (DOT) use various methods to set contract completion dates for highway projects. The objective of this synthesis is to document the methodologies used by DOTs to determine completion dates for different types of contracts. Information gathered for the synthesis will include the following: (1) Methods for setting completion dates for design-build, construction manager/general contractor, and public-private partnership contracts; (2) Cost and benefit impacts of the methodologies; (3) Impacts of reducing project delivery periods; (4) DOT experience with Incentives/Disincentives or Disincentives Only; (5) DOT experience with calendar day completion dates and allowable work day contracts; and (6) Methods for revising competition dates for approved alternative technical concepts in different project delivery methods. Information for this study will be gathered through literature review, a survey of state DOTs, and follow-up interviews with agencies for case examples of their practices. Lessons learned, gaps in information, and suggestions for future research will be included. |
