Travel time reliability has emerged as one of the major measures to quantify the operational effectiveness of the transportation networks. Currently an effort is going on at the Metro District, Minnesota Department of Transportation (MnDOT), to incorporate the travel time reliability into the existing programming process through the Congestion Management and Safety Plan (CMSP). However, estimating the travel time reliability measures requires an extensive process for gathering and managing a large amount of data from different sources, such as traffic, weather, incident and construction databases. This research proposes to develop a fully computerized Travel Time Reliability Measurement and Analysis System by enhancing and expanding the existing functionalities of the Traffic Information/Condition Analysis System (TICAS) developed at the University of Minnesota Duluth. The resulting system will automate the time-consuming data gathering/managing/calculation process in determining various types of the reliability measures for given conditions and can be directly incorporated into the MnDOT's CMSP programming process. Further, a web-based travel time information system will be also developed to show the public the current/future estimated travel times for the selected routes on freeways. Specific objectives include: (1) Development of a data management system for incorporating different types of data from multiple sources; (2) Development of travel time reliability computation module for various operational conditions, e.g., weather, incidents and construction sites, etc., and (3) Development of a web-based travel time information system for public use. |
