摘要: This document presents applications of EPA's transportation control measure (TCM) analysis guidance, entitled 'Methodologies for Estimating Emission and Travel Activity Effects of TCMs', to six actual TCM programs. The document is intended to assist government officials, transportation planners/analysts, and other interested parties in using EPAs TCM guidance to analyze and evaluate TCM programs that have been completed, are currently in progress, or are proposed for future implementation. The methodology outlined in EPA's guidance for estimating the effects of TCM programs consists of two phases, each of which is composed of a number of smaller steps. The first phases involves estimation of the travel activity effects of TCMs, including effects on number of trips, vehicle miles traveled (VMT), and vehicle speeds. In the second phase, the effects on trips, VMT, and speeds are used to determine effects on emissions of hydrocarbons (HC), nitrogen oxides (NOx), and carbon monoxide (CO). EPA's methodology also presents a technique for analyzing the effects of TCM packages, which involves using data on current mode choices, travel costs by mode, and travel times by mode to determine which TCMs in a package of two or more will be chosen by target populations. This type of analysis is important given that TCM programs implemented in the same area tend to interact with one another.
