摘要：	Since the mid-1970s, the Virginia Transportation Research Council has worked with the Virginia Department of Motor Vehicles (DMV) to monitor safety belt and motorcycle helmet use rates. Research has shown safety belts can reduce the risk of death of front seat occupants of passenger motor vehicles by 45 percent and decrease the risk of serious injury for front seat occupants of passenger motor vehicles by 50 percent. In addition, inpatient hospital care costs for an unbelted crash victim are 55 percent higher than those for a crash victim wearing a safety belt. By promoting the use of safety restraints, DMV has hoped to reduce morbidity and mortality in Virginia.
