摘要：	The primary purpose of this manual is to provide a comprehensive description of how the Pennsylvania Department of Transportation (PENNDOT) manages its research program. This information will provide details on the process of soliciting research projects, the development of the Annual PENNDOT Research Program, the selection and prioritization of the actual projects that are initiated, the steps that are undertaken to start a research project and the implementation activities that each project goes through. The manual will be updated annually and augments the Research Section of State Planning and Research (SP&R) Annual Work Plan.
