A number of vendors, tools, and technologies with the potential to aid in the detection of stowaways in air cargo containers have been investigated. Many of the systems examined hold promise in this area. The Transportation Security Administration's (TSA's) decision of which of these to implement should take into account a number of factors, including performance (effectiveness), ease of use, price, and utility. This includes a determination of how a given solution integrates with TSA's overall plan for the screening of air cargo, including detection of human stowaways, conventional weapons, nuclear, chemical, and radiological weapons, and other potential threats. The primary goal of this study is to identify the technology or combination of technologies that will provide the best possible rate of detection, while minimizing 'false positives. The secondary consideration is to identify how to do this as inexpensively as possible, without compromising the primary goal. |
