This evaluation report addresses Nordic Development Fund (NDF) financed activities in the period from 1989 to December 2002 and covers a total of 24 NDF transport sector interventions. Eight completed and 16 on-going interventions in 16 countries are evaluated. The objectives of the evaluation are: An assessment of the performance and results of the individual components of the NDF financed transport sector projects, Detailed identification of experienced opportunities and constraints leading to recommendations for NDF's future emphasis within the transport sector. The NDF's transport sector assistance covers three areas, the road infrastructure sub-sector (19 interventions), the civil aviation sub-sector (three interventions), and the integrated transport area (one intervention, that covers several sub-sector components within roads, railways, and port and maritime transport). The total NDF funding amounts to SDR 111 million, of which the road sub-sector is predominant (85%in value terms). The support encompasses five categories of interventions; civil works, equipment supply (which together are commonly referred to as capital investments), project management, institutional development and HRD/training. The project management category encompasses the following sub-categories: studies, engineering design, and supervision. Institutional development services comprise such sub-categories as institutional reform, road maintenance and road safety. |
