摘要: This report describes the system-level development of a hazard taxonomy for Unmanned Aircraft Systems (UAS). The taxonomy is termed the Hazard Classification and Analysis System (HCAS) and was developed by researchers at Rutgers University through a cooperative agreement with the Federal Aviation Administration (FAA). It was particularly emphasized that this study should remain focused at the systems level and not become operational in perspective. The Rutgers Phase 1 approach is based on the FAA regulatory perspective (i.e., Title 14 Code of Federal Regulations chapters on Aircraft, Airmen, Certification/Airworthiness, Flight Operations, and others). Such an approach uniquely distinguishes the HCAS taxonomy from all other UAS hazard analyses being performed by the Department of Defense, the RTCA-Special Committee 203, etc. The Phase 1 research goal was to develop a generalized taxonomy of system-level UAS hazards that would have broad applicability across FAA part types. The intent was that this Phase 1 study would lead to general research recommendations and guidelines in high-level support of the FAA UAS Program Office.
