| 摘要： | This research examined financing tools that are applicable to rural and small urban area projects undertaken by the Texas Department of Transportation. It documents district experience with some of these tools and lessons learned. Pass-Through Tolling Agreements (PTA) have been popular recently, so case studies of their use in Texas were examined in detail.
