The JACK model is a way of modeling revenue for use in developing reasonable expectaions of long range plan development. This document analyses this model and presents many charts,graphs, and tables to support the analysis. The figures used for the analysis are those from the state of Texas which is the model being used for the study. The Texas Constitution requires that most revenue generated by motor vehicle registration fees and motor fuel taxes be used for constructing and maintaining public roadways and other designated purposes. / Supplementary Notes: Sponsored by Texas Dept. of Transportation, Austin.
