A recent study and report on the major hazard aspects of the transport of dangerous substances has made an importance contribution to the development of quantified risk assessment (QRA) methodologies and criteria for assessing the risks involved in the movement of explosives articles and substances. The so-called ACDS study, completed for the Health and Safety Commission under its Advisory Committee on Dangerous Substances, embraced the QRA of the road and rail transport of chlorine, ammonia, liquefied petroleum gas, and motor spirits; the road and rail transport of explosives substances and articles; as well as the ports risks for handling of nonexplosive substances in bulk. This paper focuses on the road and rail transport of explosives. The paper is organized as follows: categorization of explosives, frequency of explosives events, partitioning of explosives events, hazard ranges, population densities, risk analysis, risk criteria, individual risks, and societal risks. |
