摘要: With all the geopolitical turmoil of 2022, global trade compliance and logistics professionals entered 2023 in a state of exhaustion. In light of 2022, the pace of regulatory change in 2023 appeared slower, which allowed time to develop perspective on last year's changes while getting a better sense of the U.S. government's latest enforcement priorities. Here are a few highlights of 2023 that stood out in light of the changes that took place over the course of this year as well as some suggestions for applying the lessons learned for a stronger compliance program in 2024. With one significant exception, Russian sanctions over the course of 2023 had mostly to do with additions to Restricted Parties Lists. Despite the challenge of the notices' publication and effective dates usually being the same, the wind down of activities in Russia by many companies in 2022 meant that they were well positioned to manage the notices-if affected at all. It wasn't until May that companies were hit with the biggest change in Russian sanctions, involving the new requirement to obtain an export license to export to Russia and Belarus any item covered under the U.S. Harmonized Tariff Schedule (U.S. HTS) Chapters 84, 85, and 90.
