The Luanda (4th of February) International Airport (LAD) is Angola's largest Airport. It is a joint military and civilian use airport located just south of the main part of the city. Angola is very dependent on air transport, not only because of the violent civil war experienced since independence in the 1970's, but also due to a relatively low population density. Furthermore, only a little over 10%of all roads in Angola are paved, and only a small part of the 2,500 km railway system is in operation. The city's population grew from about 450,000 in 1975 to over 2 million by 1995. Current estimates are that the population now surpasses 2.5 million. The disruption of the war will take several years to overcome. It is therefore likely that urban areas such as Luanda will continue to attract more migration from the countryside, and its population will continue to grow well above the rate of population increase of Angola, which is almost 3%per year. All of these factors have placed extreme pressure on the present LAD facilities. Based on the analysis presented in this report, a new international airport to replace LAD within the next ten years is needed; and in the interim period, in order to provide adequate air service to comply with international standards, critical improvements need to be made to the existing LAD airport.
