This School Administrator's Manual is part of the U.S. Department of Transportation's, Federal Highway Administration's, Bureau of Motor Carrier Safety (BMCS) Model Curriculum For Training Tractor-Trailer Drivers, hereafter referred to as the 'Curriculum.' The contents of the manual is based upon the BMCS Proposed Minimum Standards For Training Tractor-Trailer Drivers, hereafter referred to as the 'BMCS Standards.' The objectives, content, methods, instructional times, materials, equipment and facilities specified in this Curriculum are in full compliance with the BMCS Standards and may be used as a guide to better comprehension of both the requirements and 'spirit' of the BMCS Standards. It should be emphasized that the BMCS Standards are minimum standards, therefore, this curriculum is to be considered a basic or 'core type' of curriculum. Graduates of this Curriculum cannot be considered fully trained, 'ready to solo' type drivers. This can only be accomplished if the Curriculum is considerably expanded and enriched to provide both additional driving time and material pertinent to the particular driving job that the student is being trained for. This manual addresses those aspects of school administration that are affected by the specific requirements of the Curriculum. It provides a brief description of the Curriculum in itself, along with requirements imposed by the need for highly qualified instructors, for suitable equipments materials and facilities and for procedures to assure the qualifications of students graduating from the course. |
