Interstate 81 in the Commonwealth of Virginia is a critical artery in the nation's highway network. It serves as a primary corridor for tourism and local economic activity, and as a vital conduit for through freight providers connecting the growing industrial south to the consuming markets of the Northeast. The Commonwealth is evaluating a wide range of improvement alternatives for the highway as a means of increasing capacity, and separating through freight volumes from local access. Very recently, Virginia has selected a Public Private Transportation Act (PPTA) proposal from STAR Solutions for I-81 that seeks to finance a portion of the construction costs with tolling. While the STAR Proposal recognizes the potential for tolling to divert commercial vehicle traffic to alternative routes, the impact of these diversions needed to be quantified. The purpose of this study has been to quantify the potential for truck diversions from I-81 at various rates of tolling, and to identify toll policy issues for the Commonwealth. |
