This document has been developed by the Federal Transit Administration (FTA), in consultation with the Department of Homeland Security's (DHS) Transportation Security Administration (TSA) and Office of Grants and Training (OGT). This document provides an approach that integrates a transit agency's entire security and emergency management programs with the Department of Homeland Security (DHS) Homeland Security Advisory System (HSAS) threat conditions as an organizational framework. The HSAS is made up of five graduated threat conditions. Severe - Red; High - Orange; Elevated - Yellow; Guarded - Blue; and Low - Green. In addition to protective measures responsive to the HSAS threat conditions, this document also provides protective measures to be implemented in the event of an Attack or Active Incident (an actual emergency, which might include a terrorist attack, accident or natural disaster) and during the Recovery phase following an incident. This document has been developed as a technical resource to transit agency executive management and senior staff assigned to implement protective measures for response to the HSAS threat conditions and emergencies that might affect a transit agency. This document includes a description of the HSAS and what it means for transit, a description of the approach described in this document, and a general protective measures implementation process. Protective measures (PMs) are actions intended to reduce vulnerability, deny an adversary opportunity, or increase response capability during a period of heightened alert.
