During the 1998 session the Washington State Legislature passed HB 1487, relating to transportation and growth management planning in Washington. House Bill 1487, also been known as the Level of Service Bill, was passed to enhance the identification and coordinated planning for major transportation facilities identified as transportation facilities and services of statewide significance (RCW 47.06.140). For these facilities the new legislation identifies specific Growth Management Act (GMA) planning requirements for local jurisdictions, clarifies that the state establishes the level of service, and changes the application of concurrency. The intent of the legislation is to enhance the coordination of planning efforts and plan consistency at the local, regional, and state level. This legislation requires jurisdictions planning under the GMA to update the transportation elements of local comprehensive plans to be in compliance by December 31, 2000. This legislation recognizes the importance of specific transportation facilities and services that are of statewide importance, from a state planning and programming perspective. / |
