This document presents the findings from the baseline phase of the evaluation of the process being used by eight sites to develop a design for a Travel Management Coordination Center (TMCC) for improved coordination of human service transportation within a region. The process evaluation focuses on how the sites go about the design activity, the challenges they face and how they solve them throughout the fifteen-month design period. The objective is to draw lessons from the experience of these eight sites so that other communities seeking to implement a TMCC can benefit from their experience. Intended for use by the U.S. DOT management team and the demonstration sites, this report documents the baseline conditions, the situation at the beginning of the process. The findings focus on how the sites are working toward a common vision for the TMCC, understanding the process for engaging the stakeholders, how the sites assess their technological needs, and the teaming and organizational framework at each of the sites. |
