摘要: While progress has been made in reducing impaired driving, more than 16,000 lives are lost each year in alcohol-related motor vehicle crashes. Much progress in reducing alcohol- related motor vehicle crashes was made in the 1980s and early 90s. Much of the decline involved drivers under the age of 21. However, people age 21 to 34 continue to be disproportionately represented in alcohol-related motor vehicle crashes. In 2000, the National Highway Traffic Safety Administration initiated a research project to study the impact of a comprehensive community program targeted at 21- to 34-year olds. This evaluation focused on the Smart Roads program, a community wide employer based initiative in Pueblo, Colorado. The Smart Roads program is one of six projects described in this report. In 2001, Congress made available, through NHTSA, $1 million for demonstration programs designed to reduce alcohol-related traffic fatalities among 21- to 34-year-olds. Through a competitive selection process, five organizations were awarded funding to design, develop, and demonstrate their strategies. NHTSA awarded grant funds to the Institute for Public Strategies in Southern California, the Wisconsin Department of Transportations Bureau of Traffic Safety, Montana State University, the Minnesota State Office of Traffic Safety, and the South Central Planning and Development Commission of Louisiana.
