Planning, designing, and managing the operation of on- and off-street parking supply are critical components of an effective and efficient transportation system that promotes and supports community goals such as safety, mobility, and the environment. At the same time, providing an appropriate supply of parking can be key to the financial success of public and private development and its positive contribution to the local economy. As is described and demonstrated elsewhere in this issue of ITE Journal, jurisdictions, parking operators, developers, and others face intricate and interwoven decisions on where to provide parking (e.g., on-street, public off-street, private off-street); on who pays to construct, maintain, and manage that parking; on whether its use is limited to specific users (e.g., electric vehicles, rideshare vehicles); and on whether the user pays for its use directly. The ITE Parking Generation Manual (PGM) does not advocate for a particular solution, rather provides the data and tools to complement the many other influencing factors and encourage informed decisions to be made. |
