This document describes an integrated method for the assessment of indications of safety culture in Part 121 aviation operations. This technique has been developed with research support received from the Federal Aviation Administrations (FAA) William J. Hughes Technical Center Flight Safety Branch, AJP-6350, in support of Flight Standard Services (AFS) to develop risk-informed oversight capabilities. As risk measures and areas of acceptable risk have been previously defined under the FAA's research agenda (RPD-676), the objective of this research has been to increase the transparency of the concept of organizational safety culture. The objective of this research has been to develop, test, and validate the feasibility of measuring the culture of safety in commercial aviation operations, beginning with Part 121 air carriers. The approach outlined in this document is part of an ongoing research endeavor to further address system development, user needs, and tool refinement for various stakeholders in the aviation industry. |
