摘要: The Alaska Department of Transportation and Public Facilities (DOT&PF) contracted with a team of consultants led by the University of Alaska Fairbanks to prepare a systems analysis that reviews various aspects of the Alaska Marine Highway System (AMHS). The systems analysis will identify system financial and operation challenges, examine management and planning practices, and recommend methods and tools to ensure safe, reliable ferry service in keeping with the mission and objectives of the AMHS. The goals of the systems analysis are to develop a mission statement, performance indices, and intermediate (five to ten years) and long-term (greater than ten years) financial and operational scenarios for the AMHS. The analysis considers the multi-modal transportation needs of AMHS users, the needs of the coastal communities of Alaska served by the AMHS, and the resources available to fulfill these needs. This report presents the findings of Phase I of the systems analysis. One of three major phases, Phase I established baseline data and identified potential options to reconfigure AMHS resources and assets to improve operating efficiencies and promote the long-term health of the system. It includes an assessment of status quo financial and operational conditions, an examination of management and planning practices, and the first analysis of lifecycle/ replacement-costs that has ever been done on the AMHS fleet.
