| 摘要： | We evaluated the effectiveness of policies and procedures used to ensure that activated Government-owned and -chartered vessels were used to the maximum extent prior to procuring commercial transportation to Southwest Asia. We assessed the United States Transportation Command (USTRANSCOM) policies for selecting the most cost-efficient vessel by reviewing the existing United Services Contract for commercial liner services and reviewing records for 249 USTRANSCOM ship movements in support of the Global War on Terror. We also reviewed Surface Deployment and Distribution Command (SDDC) recommendations made to USTRANSCOM on transporting DoD cargo to Southwest Asia. |
