At the direction of the House and Senate Committees on Appropriations, Subcommittees on Homeland Security, we reviewed whether potential vulnerabilities exist in commercial air carrier passenger screening. Specifically, we were asked to review the Transportation Security Administration Secure Flight programs intention to screen passenger information against only the No Fly and Selectee lists, rather than the entire government terrorist watch list database. We analyzed: (1) the watch list criteria and compositions of the No Fly and Selectee lists and the full consolidated Terrorist Screening Database; and (2) the differences between the criteria for inclusion on the No Fly and Selectee lists and the full database. Our objective was to determine whether potential vulnerabilities to the aviation system exist as a result of screening commercial air carrier passenger names against the No Fly and Selectee lists, instead of the full database. |
