Federal regulation (10 CFR Part 71) specifies a number of impact conditions (free-drop, penetration, and puncture), under which a package for the transport of radioactive materials must be tested or evaluated to demonstrate compliance with the regulation. This report is a comprehensive guide to the planning and execution of these impact tests. The report identifies the required considerations for both the design, pre-, and post-test inspections of the test model and the measurement, recording, analysis, and reporting of the test data. The report also presents reasons for the requirements, identifies the major difficulties in meeting these requirements, and suggests possible methods to overcome the difficulties.
