The Joint Observational Study (JOS) was completed as a commitment by all signatory parties to the May 29, 2006 Memorandum of Understanding (MOU) to observe and document potential physical impacts arising from icebreaking activities in support of commercial navigation in the Saint Lawrence Seaway.
