Local authorities in London have eschewed Transport for London's (TfL) second-generation London Highway Maintenance and Projects Framework. The framework started in April 2021 as a replacement for TfL's previous arrangement, the London Highways Alliance, which was also avoided by councils and saw one of the four recruited contractors drop out. The new arrangement involves four contractors and was forecast to produce work of £1.4bn. While the framework has racked up significant spending, London's boroughs continue to procure independently and the work generated looks set to fall short of expectations. |
