It may surprise the public and some in the sector to know that smart motorways predate the iPhone. So what changed in that time to make smart motorways so politically toxic that new all lane running (ALR) schemes have been banned? The dynamic hard shoulder (DHS) design was the first to arrive and the first to go. Successfully trialled on the M42 in 2006, this 'active traffic management' pilot opened the hard shoulder to traffic at peak congestion. The first iPhone came out in 2007. Former transport secretary Grant Shapps scrapped dynamic hard shoulders in 2020 for being 'confusing'. At the time, many in the industry grumbled under their breath about the public backlash being emotional rather than evidence-based, but by that point the tide had turned under the pressure of personal campaigns launched by people who had lost loved ones, and repeated media investigations. |
