Local highway authorities (LHAs) have probably never faced a more challenging environment. Inflation has exacerbated both acute budgetary pressures and significant, sector-wide recruitment and retention challenges. Against this backdrop of diminishing skills and capacity, ever more is being asked of LHAs, in particular around the active travel and carbon reduction agendas, while public satisfaction in core services like pothole repairs remains unrelentingly low. In addition, a number of LHAs are coming to the end of their current long-term contracts with providers and are looking at how best to deliver their services going forward. They are rightly cautious because the contracts and relationships they commit to will probably run for a decade or longer, so it's important to get both the operating model and partner right. In this environment, it is essential that LHAs have the ability to share best practice and also have the tools, information and support for strategic decision-making needed. One of the ways LHAs work together to tackle challenges such as these is through the FHRG. |
