Climate change has been an issue of concern in Oregon for a number of years. Mitigation strategies are tied to energy usage and broadly speaking include efforts to improve efficiency in the use of that energy and/or to reduce the carbon impact from any given energy source. In 2006, the Governor's Task Force on Global Warming recommended the following strategies to reduce energy usage from trucks and other freight transportation: Set and meet goals for reduced truck idling at truck and safety stops, and Set and meet goals for freight (truck/rail) transportation efficiency; achieve this through equipment coordination and land use Trucks play an important role in the U.S. economy. Long-haul trucks provide timely door-to-door delivery of freight critical to making the widely used just-in-time. business model so successful. At the same time, trucking is an energy-intensive form of freight transport and the industryes fuel consumption is growing faster than for other petroleum users. Experts expect these increases to continue. Several studies have identified fuel-efficient technologies for long haul tractor-trailers. A recent report by the National Academy of Sciences concluded that 'A given percentage reduction in this vehicle category (heavy duty tractor trailer) will save more fuel than a matching percentage improvement in any other vehicle category. The potential fuel savings in tractor-trailer trucks represents about half of the total possible fuel savings in all categories of medium-and heavy-duty vehicles.'
