摘要: Transport Scotland said its new Cycling Framework for Active Travel will shape how government, councils and active travel organisations deliver improvements, while the minister for active travel, Patrick Harvie, a Scottish Green MSP, described it as 'our new guiding star for how we can best bring about a revolution in everyday cycling across Scotland'. The framework is structured around six themes: safe cycling infrastructure; effective resourcing; fair access; training and education; network planning and monitoring. Mr Harvie stressed: 'Infrastructure is the biggest priority - that means spaces where people can confidently and safely cycle. I recognise that will only happen, however, if government investment is aligned with the ambitious programmes that local authorities are developing through their own local active travel strategies.' The framework cites the Scottish Government's pledge to increase its active travel budget to £320m or 10% of the transport budget, whichever is greater, by 2024-25. This would be approximately £58 per head. In emphasizing resourcing and setting out a 'vision' rather than a target, the document represents a change in approach for the devolved administration compared to the last decade, where it badly missed a target for 10% of all journeys in Scotland to be made by bike by 2020.
