It is a great pleasure this month to help promote a major step forward in the sector's carbon accounting. Firstly there is the outstanding work of the Future Highways Research Group (FHRG), led by Proving Services in partnership with ADEPT, to create what is surely a gold standard for the sector. Developed over 18 months, involving the collaboration of 19 commercial and supply chain partners, and road tested with seven pilot authorities, the guidance and tools provided under the Carbon Calculation and Accounting Standard ICCAS) package represent nothing less than a new era. Huge congratulations should go to Simon Wilson, Andy Perrin and Karen Farquharson of Proving Services and ADEPT under Hannah Bartram. For the first time, our sector has standardised, rigorous and responsive tools for calculating greenhouse gas (GHG) emissions, including the notoriously difficult Scope 3 emissions. These can make highway authorities become 'carbon competent' without reliance on expensive external consultancies and specialist agency staff. We hear the phrase 'game changer' quite a bit but this really is one of those moments. |
