摘要: The Road Surface Treatments Association (RSTA) warned that prices for most materials used for maintenance projects were an immediate problem. The industry body even warned that some suppliers could cite 'foece majeure' contract exemptions to argue that it is impossible to honour originally agreed contract prices as a result of the impact of the war in Ukraine on energy prices as well as wider issues. As Highways went to press, diesel fuel had increased by at least 40p per litre on average, with price rises being witnessed daily. Contractors were already facing a further rise of Alp per litre as a result of changes to the regulations on 1 April regarding the removal of rebated fuels from use in specialised plant such as bitumen sprayers and chipping spreaders. In the 2020 Budget, the Government announced it would remove the entitlement to use red diesel and rebated biodiesel from most sectors from April 2022 to help meet its climate change and air quality targets. Agricultural vehicles can still use the rebated fuel for cutting trees, verges and hedges that border public roads, however.
