As Highways reported last month, the previous Truss administration's Growth Plan 2022 included a large number of transport infrastructure schemes to be accelerated, including a large number of road schemes and a smaller number of rail schemes. As Highways went to press, that part of the ill-fated document remained government policy, although it is unclear what inclusion actually means. As has been pointed out, the document itself warns that it provides no guarantee of either funding or planning approval. However, some schemes listed already have both, including the A428 Black Cat to Caxton Gibbet scheme, to which Mr Shapps gave the green light in the summer. It covers some of the same ground as the Oxford to Cambridge expressway, which was cancelled last year, although National Highways has insisted that it is 'a completely separate scheme'. |
