The capital road maintenance funding allocations outside the major city regions, announced as part of the Comprehensive Spending Review (CSR) last autumn, were a major blow to highway authorities. The fact it was a three-year settlement 2022-23 to 2024-25 made the pill even harder to swallow. The numbers announced have really hit home now, with highway authorities receiving their individual allocations and there are certainly some heads in hands as Local authorities consider how they are going to maintain their networks in a safe and serviceable condition over the period. The comprehensive funding business case submitted to HM Treasury and the Government for consideration as part of the CSR review demonstrated the funding needed to achieve everything from decline, to accelerated improvement, as well as the Levels in between - managed decline, maintain and gradual improvement. Unfortunately, barely enough finance has been allocated for even a 'managed decline' state - little wonder given the additional borrowing that was needed by Government for the COVID-19 pandemic. |
