Shortly after the Government laid the statutory instrument to provide English councils with the Part 6 powers - the instrument comes into force from June - a string of authorities announced their intention to apply for the powers. Transport minister Trudy Harrison said: 'Depending on initial uptake, it may be necessary to deliver Designation Orders in tranches. We plan to lay the first Designation Order as soon as practicable after the regulations come into force.' Once designated the powers, councils could enforce moving traffic restrictions prescribed under Schedule 7 to the 2004 Act including: ignoring no entry signs, performing banned turns, waiting on box junctions and driving in mandatory cycle Lanes. Similar powers have been available to local authorities in London since 2003: however the capital's Local authorities will now be able to also enforce access prohibitions for buses and the contravention of driving in mandatory cycle lanes for the first time. The Traffic Penalty Tribunal highlighted that the new regulations do not apply to bus Lanes in London. Outgoing chief adjudicator Caroline Sheppard OBE, who will retire in March this year, told Highways she welcomed the move 'to create a single, joined-up enforcement regime for parking, bus lanes and moving traffic'. |
