It is only relatively recently that I have conceptualised the idea that traffic signals are motoring infrastructure. When I advance this point to people, I am often met with a blank stare. For many, signals are seen as a safety feature, especially when it comes to pedestrians, a term I am deliberately using to signify a problem to be designed around. In fact, signals are not a safety innovation at all; they are pieces of motoring infrastructure that exist as a way of trying to balance the imbalance of power on our streets. I am sure most signal designers and engineers will understand that without traffic signals, we'd have situations where people couldn't get out of a side street junction onto a busy or fast road, and so we need to hold other traffic streams to facilitate this; otherwise people would take a chance, leading to crashes. That is true of course, but the safety issue arises from the power imbalance and so management is required to address that. |
