The findings of the Welsh Roads Review Panel this year will be significant for the whole of the UK, not because of its scale - Wales accounts for a small percentage of UK roads - but because it signals how all authorities may need to change their approach in order to reduce carbon emissions to net zero by 2050.The Labour Government in Wales announced the review after winning half the seats in the Welsh Parliament last May. The eight-person panel, appointed in September, is chaired by Dr Lynn Sloman of the Transport for Quality of Life consultancy. She was part of the Burns Commission, which advised on alternative transport solutions in the Newport area after the Government cancelled the M4 Relief Road.Politicians and media have focused on the existing road schemes that hang in the balance. Schemes under construction are exempt from the review as is the Llandeilo bypass at the insistence of Plaid Cymru, which is in a co-operative agreement with Labour. |
