The Government's proposed Infrastructure Levy has come under widespread criticism, with local authorities and transport experts warning of potential negative consequences. The Department for Levelling Up, Housing and Communities ran a 'technical consultation' between March and June on the proposed reform to the current system of developer contributions in England, comprising Section 106 planning obligations and the Community Infrastructure Levy (CIL), which currently raise around £7bn per year. Through the Levelling Up and Regeneration Bill, the planned single levy would see authorities set their own rates on developers, charged on the value of the scheme at completion per square metre, and applied above a minimum threshold, also set locally. |
